14. A Magnificent Mountain Landscape. Photo: Hans Geijer/Johnér Bildbyrå.The pristine character of the mountain environment must be largely preserved, in terms of biological diversity, recreational value, and natural and cultural assets. Activities in mountain areas must respect these values and assets, with a view to promoting sustainable development. Particularly valuable areas must be protected from encroachment and other disturbance.

This objective is intended to be achieved within one generation.

The outcome within a generation for this environmental quality objective should include the following:

  • A majestic mountain landscape, characterized by grazing and with extensive continuous open spaces, will remain intact.
  • The biodiversity of mountain areas will be conserved and enhanced.
  • Alien species and genetically modified organisms that could threaten biodiversity will not be introduced.
  • Cultural heritage assets, in particular the Sami cultural heritage, will be conserved and enhanced.
  • Reindeer husbandry, tourism, hunting, fishing and other use of the mountains, as well as construction and other development, will be carried on with regard for the long-term productive capacity, biodiversity, natural and cultural heritage assets and recreational assets of the areas concerned.
  • Measures will be taken to achieve low levels of noise.
  • Mechanical damage to mountain vegetation will be reduced and the extent and thickness of the lichen cover will increase.
  • Threatened species and those that have suffered a significant decline will be able to spread to new sites within their natural ranges, ensuring long-term viable populations.
  • Local populations of fish and other aquatic species in mountain lakes and streams will be maintained.
  • There will be an increase in areas of great recreational value or with valuable natural and cultural assets that are free from noise and other disturbance.
    • Will the objective be achieved?

      The Environmental Objectives Council’s assessment is that the objective A Magnificent Mountain Landscape can be achieved by 2020 if further action is taken. No clear trend in the state of the environment can be seen.
